Blocked entitlement actions are triggered by Thresholds.

Importantly, a blocked entitlement action does not necessarily halt an entire Enforcement. Within a single enforcement, only entitlement actions which exceed their respective type of target thresholds are blocked. If an enforcement contains some blocked actions and some non-blocked actions, the non-blocked actions proceed as normal, and a partial enforcement occurs.

To get started, View blocked actions or Resolve blocked actions.

If you proceed with the enforcement, blocked entitlement actions are populated into the Blocked tab of Business Rules > Entitlements.
